Design and construct livestock feeding operations

The United States Environmental Protection Agency (EPA) has directed state environmental agencies, including Nebraska Department of Environmental Quality (NDEQ), to regulate all Confined Animal Feeding Operations (CAFOs) in their design and managing waste through National Pollution Discharge Elimination System (NPDES) permits.

Environmental Sciences, Inc. (ESI) helps with all aspects of the permitting, including construction of livestock waste control facilities (LWCF) and design of the entire CAFO.

Develop permits for local, state, and federal agencies

The NPDES permit itself is extensive. Including drawings and calculations to design the LWCF, appropriate land application areas are needed, as is a thorough comprehensive nutrient management plan (CNMP).

ESI develops the entire CNMP, researches available fields, and completes the NPDES application.

Every five (5) years, the permit needs to be renewed; ESI creates these renewal applications as well.

Record Keeping

Once the CAFO is built and the NPDES permit is obtained, ESI helps with maintaining that permit.

Record keeping, including animal inventory, weather, LWCF inspections, maintenance, chemical use and storage, land application, manure sales, application, and analysis, and soil sampling to continue nutrient management are necessary. ESI provides LWCF inspections and detailed, personalized record keeping forms that guide this process.

Annual Reports

Every year, an annual report needs to be filed with the state agency. This comprehensive document is filled with details of the land application, field practices, and nutrient management of all land application areas. ESI compiles data from the CAFO, completes the calculations, and creates the report.

ESI will soil sample and make fertilizer and application recommendations for these fields during the growing season to ensure compliance with the facility’s CNMP.

Cooperation with Agencies

In some cases, an existing CAFO is inspected by EPA or NDEQ, and further work is required, whether in the form of an NPDES permit or construction of LWCF. ESI guides the CAFO through this process, including any litigation or regulatory difficulties.
